    Public Private Partnerships are a powerful tool that have been used to create both public amenities and public buildings right here in Orange County.  You can hardly turn a corner and not see the product of P3s: Angel Stadium, the Resort District in Anaheim, the Dana Point Harbor, UC Irvine student housing, redevelopment projects like downtown Huntington Beach….

    This session will unpack key ingredients that are needed for a successful P3 project and look in detail at two current projects in the county. The event will also include a panel of current P3 participants to dive even deeper into the nuts and bolts of these powerful and important endeavors.

    Speakers

    Angel Rivera

    Senior Vice President of Development Services, Servitas Development Group

    Angel is responsible for coordinating all new development efforts among the Servitas development, pre-construction, and construction teams. He also works with colleges, universities, and investors seeking to develop student housing on or near college campuses. Angel brings an entrepreneurial background that includes startup ventures in technology and retail. He has worked with public institutions for 16 years, and held leadership roles in technology firms, a large city department of public works, a health care network, and a large county government. Angel has 12 years of P3 transaction experience, including more than $2B in transactions before joining Servitas. He’s been with Servitas for five years, serving as a lead executive of Public-Private Partnerships worth more than $750M.

    Roger Torriero

    Chief Executive Officer, Griffin Structures, Inc.

    Following his completion of the Architecture program at Syracuse University (B. Arch.) and the Urban Planning Program at the Accademia di Belli Arti a Firenze, Italy (M. Arch.), Roger joined the family construction business in Pennsylvania. Upon relocating to California in 1977, he served as Director of Realty Development for Pacific Mutual Life Insurance Company. In 1981, Roger formed Griffin Realty Corporation, which has developed a number of significant and successful commercial real estate projects throughout Northern and Southern California and Nevada. He subsequently formed Griffin Advisors, Inc., and Griffin Structures, Inc., which along with Griffin Realty Corporation were integrated into the Griffin Holdings organization. To date, the companies have been directly responsible for the completion of over $3 billion in regional, national and international projected. Roger’s extensive, successful involvement in virtually all aspects of real estate development, project finance, and construction provides Griffin Structures with specialized expertise in both the conceptualization and realization of complex and challenging projects. He is considered an expert in forward planning, finance, entitlements, public/private partnerships , project delivery methodologies, and community-based participatory planning: all critical to success in today’s complex political and economic environments. He also has a considerable expertise in sensitive renovation projects and in the adaptive re-use of historical structures. Roger is a licensed contractor and a member of the Associated General Contractors of America, the Construction Management Association of America, the Design-Build Institute, and the Society for Military History. His public service has included serving as a founding member of the Board of Governors of the Bowers Museum of Cultural Art in Orange County, California, as the Chair of its Facilities Committee during its phased expansion and renovation. He also served as Facilities Chair for Kidseum of Orange County. Additionally, he served on the Board of Directors for the Historic Fox Theatre in Fullerton, California, and was a founding member of the Board of Directors of the Vietnam War Museum, among other services to non profit organizations serving local communities.

    Trevor Tait

    Managing Partner, Tait & Associates, Inc

    Trevor Tait is the Managing Partner of Tait & Associates, Inc. and Affiliated Companies. Tait is a family-owned business that has been Headquartered in Orange County for 58 years, and the core businesses center on real estate development and engineering, with offices throughout the Western United States. Trevor also co-founded the Tait Development Company which is currently developing multiple P3 Development projects including the 375-acre former Coyote Canyon Landfill in Newport Coast, CA, in Partnership with the County of Orange. Trevor is a member of the Board of Directors for Pretend City in Irvine, and a Board Member for the YPO Cal Coast Chapter in Orange County. In 2021 he was named one of the most influential people in Orange County by the OC Business Journal. He received his bachelor’s degree in Civil Engineering from Vanderbilt University and lives in Dana Point with his wife and two children.

    Brian Bauer

    Deputy Chief Real Estate Officer, County of Orange Hall of Administration

    Brian came to CEO Real Estate a little over four years ago, after more than sixteen years of experience in private and public sector real estate and development field. He also holds a bachelor’s degree in electrical engineering from California State University, Long Beach, and his law degree from Loyola Law School. He has been an important part of the CEO Real Estate and Land Development team since his arrival and was integral in a variety of real estate projects and initiatives including the Dana Point Harbor Revitalization, the Laguna Niguel Town Center project, our Civic Center redevelopment project, and the Chino Logistics project.
